Share tags between users

Users would sometimes like to see tags other organization members have added to posts. Currently, each user manages their own drafts.

This can be enabled only for company page posts or all posts.
The tagging users could opt in to sharing their tags, or opt out.
The receiving users could opt in to seeing other users' tags or not seeing.
This could also be set as a policy on the organization level.
